Article 21 of the local people's governments above the municipal level ecological environment departments shall, in accordance with the provisions of the State Council's competent department of ecological environment, according to the emission of toxic and hazardous substances, etc., the development of the administrative region of the soil pollution key supervision units list, open to the public and updated in due course.
Soil pollution key supervisory units shall fulfill the following obligations.
